Downtown Halifax is suprisingly bereft of watch repair and battery places that can fix watches on the spot. These guys are in Barrington Place Mall...across the street from Scotia Square.

I've used this guy a few times now and he's quick, efficient and well priced for watch repair. They also carry a good selection of Breitling, Police, Tag Heuer & Ball brand watches if you are in the market for a new timepiece.
